In a result of the December 19 Express Entry draw for immigration to Canada, 3200 candidates received an invitation to apply. The cut-off threshold for the Comprehensive Ranking System (CRS) was 469 points.
In the most recent draw, the minimum CRS cut-off score was 469 points. We observed that the cut-off points significantly decreased with two draws happening within eight days of one another. With the express entry latest draw, the CRS score saw its lowest point since May.
Canada Express Entry immigration system has sent huge amounts of invitations to apply in the third quarter of 2019. Making a total of 85.300 ITA’s as of December 2019, Canada Immigration sent 21.600 invitations to apply for immigration applicants from July to September.
In comparison, the total of issued ITA’s last year at the nine-month stage remains above than of today’s figure. Therefore, Immigration, Refugees and Citizenship Canada have already surpassed the record of 89800 invitations that were issued in 2018.
In order to achieve this, IRCC will need to increase draw sizes issuing more than 3600 invitations per draw. Express Entry 2019: Important Notes
The Canadian Government sent more invitations in the initial 11 months of this year than it did in 2018.
Since the launch of the Express Entry system, the third quarter of this year saw the sixth-higher number of invitations issued to immigration candidates.
With 3337 ITA’s in total, the largest approximate draw size has been recorded in the first 9 months of 2019. Also, note that the average CRS score in 2019 increased to 465. This figure is higher than compared to 2017 and 2018 for the first period of the year as mentioned above.
Although the figure was less than 15.000 ITA’s sent in the third quarter in 2017, for a total number of ITA’s after three quarters in one year, 2017 remains to be the highest holding record.
2018 and 2018 are the first two years that the Express Entry system performs its full capacity with a full inventory of candidate profiles.
In addition, comparing both the third quarters of 2018 and 2019, we can say that the most prolific time period in terms of issued ITA’s was 2018 with a total number of 22.800 invitations.
Statistics reveal that the third quarter of 2018 issued the fourth-highest number of Invitations To Apply.
We will still see whether IRCC aims to increase the figures up in the last quarter of 2019. However, considering the high-skilled immigration target of the Canadian Government, we can predict that the number will rise.

What is the reason for the decrease in Express Entry
points or CRS cut-off threshold?
A number of Express Entry candidates may be trying to find the reason of decrease in Express Entry points by nine points between the previous and the latest round. The key point of playing an important role in decrease is the amount of time that lasts between occurring draws.
Accordingly, since the only eight days passed between the last two draws on August 12 and the draw on August 20, this resulted in fewer candidates entering the competitive range which ended up CRS score decrease.

- Fluctuations in the CRS scores of existing applicants in the pool, depending on some factors or improvements scores of some candidates may increase or decrease
Comprehensive Ranking System – how your Express Entry profile is ranked?
Express Entry system allows the Canadian Government to create a pool of candidates who may become qualified or eligible to permanently immigrate to Canada. In order to become eligible for the pool, you must be qualified for one of the immigration programs in the Express Entry system. When you register your profile you are awarded a score which is based on the information you entered such as your skills, experience and language proficiency.
If you want to receive invitations – to be selected from the pool and invited to apply – you must hold one of the highest-ranking points by the time IRCC sends out invitations to apply. Once you have chosen, you can then apply for Canadian permanent residency.
How does the Comprehensive Ranking System
work with Express Entry?
IRCC uses the Comprehensive Ranking System (CRS), which is a points-based system, in order to evaluate, award candidate’s profile a score and rank the candidate in the Express Entry pool.

In general, a core set of points a candidate can receive from the CRS is 600. However, depending on circumstances and a candidate’s being selected for a provincial nomination, a set of additional points can increase up to 600. Overall, your total score will be out of 1200.

Express Entry Draws of Invitation
How will Canada Express Entry minimum points change in the future? Will the candidates with minimum points or who have CRS score lower than 450-470 receive invitations in the upcoming rounds of invitation?
In general, there are possibilities that candidates with scores below 450 points to be invited to apply in future Express entry draws. In the beginning of this year in January, candidates receiving invitations had 430 points. In addition, according to the Canadian Government, IRCC has a goal of admitting more economic immigrants through Express Entry programs 2019 and the upcoming two years of period.
Canada announced its updates Immigration Levels Plan for 2019-2021 on October 31, 2018. According to the plan, Canada is committed to increasing the numbers of candidates invited through the Federal Skilled Worker Class, Canadian Experience Class and as well as Federal Skilled Trades Class. The plan aims to admit 256,000 immigrants over the next 3 years with another 200,000 new permanent residents to come through the Provincial Nominee Programs.

Express Entry draws and CRS score
In general, the federal economic candidates are benchmarked against one another using the Comprehensive Ranking System which is a score out of 1200. Please note that officially there is no schedule for future Express Entry draws available. Therefore, it is not possible to exactly know when the next Express Entry draw will be conducted. However, historically IRCC conducts Express Entry draws about every two weeks. Nevertheless, sometimes there can be a linger or shorter gap between two draws.
